Tottenham hope it will only be a short-term injury to Rose, who is being monitored by Manchester United.
He appeared against Holland and Italy during the international break.
Ben Davies is therefore set to face Pep Guardiola’s City on Saturday and Mauricio Pochettino said: ‘I think we are going to play, for me, the best team in England.
‘They deserve to be top, they were the most consistent team. They deserve a lot of praise.’
